Thomas DwyerThe Township of Morris did not appoint its first uniformed police officer until January 16, 1922.Prior to that time, law enforcement services were either received from Morristown Police Department which was organized in 1865, or the New Jersey State Police after 1921. At the time that Thomas J. Dwyer was hired his annual salary was $1,800. In some cases, individual neighborhoods within the township would hire their own private security officers to provide protection for the residents. The following year on January 1, 1923, the Township Committee moved to have Thomas J. Dwyer named as its first Chief of Police. The police department was not formally recognized until the governing body first enacted a municipal ordinance on November 15, 1948.
